Ordinance to appoint City Clerk voided at Carlinville City Council meeting

The Carlinville Council met July 1 for its first monthly meeting. Several items were discussed including recent changes to city ordinances and codes.

Ordinances

At the June 17 council meeting, the council approved an ordinance making the City Clerk and City Treasurer appointed, rather than elected positions. At the July 1 meeting, this ordinance was voided after City Attorney Don Craven said that a mistake had been made when drafting the ordinance. According to the Illinois Municipal Code, Clerks may be appointed in villages with a population of under 10,000 people but in a city the City Clerk must be an elected position. A city with less than 10,000 people may change their ordinance so the City Treasurer is an appointed position. The original ordinance was voided. The council then voted to change the ordinance so the City Treasurer is now an appointed rather than elected position.
